Seventeen reality fractures — designated Echo Manifestation CH-17 — have appeared across three cities in the past month. Inside each fracture, the Static has thinned the membrane between imagination and existence. Thoughts become real. Fears walk the streets.
The fractures are growing. If they merge, the resulting Cascade Event would render an entire metropolitan area permanently unstable. Signal Seven has never contained a Cascade. No one has.

Each fracture is anchored to a specific individual — a Fractured person whose subconscious is generating the manifestations.
The manifestations are not random. They are drawn from the Fractured person's memories, fears, and desires.
Three of the seventeen Fractured individuals have gone missing. Their fractures are now unanchored and expanding faster.
A Static researcher named Dr. Yuna Kessler claims she can close the fractures — but her method requires entering them.

Find the three missing Fractured individuals. Their unanchored fractures are the most dangerous. Locating them may require entering the fractures themselves — and navigating the landscape of someone else's subconscious.
Identify the fracture most at risk of triggering a Cascade Event and contain it. Dr. Kessler's method works — but she hasn't told the operatives the full cost of using it.
Yuna Kessler knows more about the Static than anyone alive. She may also be Fractured herself. Determine whether she is an asset, a liability, or something the operatives have never encountered before.

Echo Manifestation CH-17 is a high-action, high-weirdness operation for experienced operatives. The fractures are an opportunity for surreal, dreamlike sequences — the inside of a fracture should feel like a David Lynch film crossed with a nightmare the players helped write.
Dr. Kessler is the secret heart of the operation. She is not a villain. She is someone who has stared into the Static for too long and come back changed — and she is trying to use what she learned to help. The cost of her method is that it requires a piece of the operative's own imagination. They will never get it back.
